HCDE Earns Top Rating from Moody’s Investors Service

Moody’s Investors Service assigned a “Aaa” rating to Harris County Department of Education’s (HCDE) approximately $16.3 million Maintenance Tax Notes (Series 2024).

“Aaa” is the highest quality rating issued by Moody’s. The rating reflects HCDE’s large, diverse and growing tax base, and considers its strong financial reserves, which account for roughly 45% of fiscal 2023 revenue.

The bond credit rating firm provides international financial research on bonds issued by government and commercial entities. It ranks the creditworthiness of borrowers using a scale that measures expected investor loss and assigns issuer and general obligation limited tax (GOLT) ratings.
